Adults have a dark brown body with a striking white head and tail. Juveniles are mottled brown and white, reaching full adult plumage at age five.

Der Weißkopfseeadler ist der Nationalvogel und das Symbol der Vereinigten Staaten. Der Raggiparadiesvogel ist der Nationalvogel von Papua-Neuguinea und ziert die Nationalflagge sowie das Staatswappen. Männchen versammeln sich an traditionellen Balzbäumen, um kunstvolle Balztänze aufzuführen, wobei sie kopfüber hängen und ihre spektakulären Flankenfedern schütteln. Alfred Russel Wallace beschrieb die Art erstmals 1873.
